I have found in many places references to Glove Reinforcements being the BIS hand enchant for Bear Tanks. While this could be argued against for sure, it seems like it should rate at least an 18 instead of the 15 rating it currently gets.

I also posted this on the enchants forum. It looks to be BiS for bears so it should definitely get a 20.
