Nitro Boosts as a threat enchant

While I do agree this enchant should not be rated as a 15, I also don't feel that it should be rated as 0.

There are several fights where the movement speed boost is useful, and the 24 crit does give a threat increase (more than icewalker if you're hit capped, and icewalker is ranked at 10).

Definitely not an enchant I use 100% of the time, but I do keep a pair of boots with this enchant for certain encounters.
