Titanium Weapon Chain (http://www.wowhead.com/?item=41976) is currently underrated (its score is only 8 right now). People use it in PvE mainly for its +28 hit rating, and the reduce Disarm effect can be ignored.

+28 hit rating is a lot. For many classes this is better than +50 attack power (http://www.wowhead.com/?spell=60621), or +26 agility (http://www.wowhead.com/?spell=44633), which are all rated 12 or 15. Therefore, Titanium Weapon Chain should at least has a 12, or even 13 or 14.

But this is not specific to hunters. Maybe it is situational for +28 hit vs 50 spell power but I think it is easy maths that +28 hit rating > 50 attack power for melees and ranged, and > or = +26 agi for classes that use agi.

This is a good example of an enchant that's important when striving for a cap. Once you're hit capped, you should get a different enchant; the ilevel points are inefficient with the Chain. Until you are capped, however, this is the biggest DPS increase you can get. So it's hard to put a number on it. A raid-geared hunter with this enchant is probably doing it wrong; someone trying to gear up for heroics should get this ASAP.

No. Do some research and you will be surprised to see this is one of the common weapon enchant for dual-wield raiding hunters. Having full raid gear does not immediately make you hit-capped. And if you keep using a blue gear with high hit instead of an epic gear with no hit but have higher AEP (you know what is AEP, don't you?), you are doing it wrong.

So giving this enchant a low score because you think only poorly geared dps use it is totally wrong.

Enchant Weapon - Accuracy is rated 15 at the moment ,Titanium Weapon Chain is rated 8 .We don't see any problem in this rating.

Of course Accuracy gets the top score. There is nothing to argue here. What I am talking about is +28 hit vs +50 AP vs +26 agi, which are scored 8, 12 and 15 respectively. If you don't see +28 hit >> +50 AP, or +28 hit > or = +26 agi, I'm very disappointed.

Maybe you all play casters, so don't know this:

1 item point
= 1 point of hit rating
= 1 point of agility/strength/int/spirit
= 2 points of AP

So if you are only talking about item point,

1 hit rating = 2 AP
28 hit rating = 56 AP > 50 AP
28 hit rating = 28 agility > 26 agility

If you consider gain in dps,

28 hit rating >> 56 AP > 50 AP
28 hit rating > or similar to 28 agility (depending on spec) > 26 agility

I talked this over with a hunter friend and he agrees; this is particularly valuable to dual-wielding hunters. I underestimated the difficulty of remaining hit capped with raiding gear and now agree with this post.

Just noticed a fun fact recently. Massacre is probably the best 2-hand weapon enchant for hunters. Yet if we consider the item point value of the enchantment alone:

2 x Titanium Weapon Chain of dual-wielder
= 2 x 28 hit rating
= 56 hit rating
= 112 attack power (in term of item points)
> 110 attack power
= Massacre of 2-hander

If talking about gain in dps, 56 hit rating >> 110 AP.

Of course, this does not mean that you need to dual-wield all the time. For the same ilvl, a 2-hand weapon is usually slightly better in stats than the sum of two 1-hand weapons, so this probably balance out the weaker enchant.
