As of 3.1 this (tinker) enchant is now "Permanently attaches overpowered nitro boosts to a pair of boots, increasing critical strike rating by 16 and allowing you to greatly increase run speed for 2 sec." which should rate it up there with Ice Walker which is 12 critical strike rating.

I agree with this. They need to look at all the engineering tinkering bonuses.
