Weapon Chain is inferior to BC Potency. 20 Strength adds 10 BV, and waaaaaay more threat than the hit rating from the chain. Potency is marginally the best enchant when you can get it. Accuracy is close.
Strength adds to main hand DPS, which adds to HoR - biggest group threat. It adds to BV, which is ShoR - biggest single target threat. It adds to white threat, which runs around ~10-15% of threat.
Hit rating isn't great because a lot of our attacks can't miss. It's better than expertise, but inferior to strength. It has the advantage of making the opening to pulls more consistent though; I have an addon that yells a warning when my shield pull misses.
When's the last time you saw a tank get disarmed and it mattered? Also, Pursuit of Justice. One of the most popular builds has it.
Someone needs to go back over the tankadin enchants. I get the feeling you just copy-pasted the warrior scores.

Additional complaint. The Mighty Armor cloak enchant is at least as viable as Major Agility and sometimes as good as Titanweave. 225 armor versus 22 Agility or 16 defense rating. Not knocking the agility enchant; it's pretty good. Once you're uncrittable, though, the Mighty Armor enchant is the best EH. This is similar in a gear sense to using the armor kit. Plate wearing tanks tend to devalue armor unfairly because such items have historically been designed for bears.
