Ah, that char is missing neck, bracers, belt and ring. Maybe he has S4 on those slots that just isn't visible yet on Armory, but they show as empty slots there atm. Also, there is some penalty for PvP gear (not too huge, but noticable). However, if he had those 4 slots filled, I'm sure he would have the score for at least SSC/TK. We'll see how it goes then
