My druid has the Earthwarden as well. Unfortunately, it is just not worth many points. Many vendor and crafted items are just not given a high score by Blizzard, even when they are some of the best available. According to Blizzard, the blue Mooncloth shoulders from the vendor are better than my Primal Mooncloth shoulders. LOL.

I agree that some item levels do not represent the real quality of an item, but it's something to start with. However, rare and epic items give different scores, even if they have the same item level ofc
