PVP items dont have hit rating, they need to have lower value than some PVE items.

example, why Merciless Gladiator's Chain Spaulders have 8 points more than Pauldrons of Primal Fury

Thats iLvl, the points are actually lower.

ye, exactly like Tadin said. It might be a good idea to display it in a different manner, so that it's not misleading
