Before the new patch, Strength to bracers and gloves was the best enchants for Enhancement spec'd Shamans, As of now the best is Attack Power to both, The site says otherwise.
fellow enhancement shaman here str is a one for one basis now not a 2 for 1 on atk pwer, so atk pwer enchants are better, also agility is a one for one basis but boost or crit, str is a fail on enchants now for the most part
