This is a pretty silly way to rate an item. For tanks especially, certain pieces of gear are just superior even if they are blue, and ranking them based on iLevel and item quality alone is wrong. It's also misleading to people who don't know a lot about a class (either their own class or raid leader or whomever). Highly recommend you try a stat-based ranking system, which, to be fair, would be a pain in the ass.
