For some odd reason my guild, "Heart", of Maelstrom, hasn't had its progression updated properly. We're well into Ulduar but it doesn't list that we've cleared Naxx25. Considering we recently got both "The Dedicated Few" achievements a couple weeks ago I think we're qualified. We're not bringing puggers or anything.
Any guess what's causing this? Can it be fixed? Other ranking sites put us in the top 20, at minimum. We've downed Vezax on 10-man. I like using this site for personal rankings and it's a shame that the guild rankings don't seem to work.

You're entirely wrong about the cloaks. Armor is a very valuable stat. The cloak you mentioned is decent, and actually over budget. Compare it to Cloak of the Enemy from H Nexus.
Gossamer is inferior to the Valor Medal, Repelling Charge, and any Ulduar tank trinket. Amusingly, both ilevel 200 tank trinkets are better than both ilevel 213 tank trinkets. Gossamer is overrated because a big jump in stamina looks really good on your health bar; the avoidance from other trinkets is superior. Also its proc is utterly worthless.
Seal of the Pantheon is a decent trinket, but it's not as good as you're saying. The only reason to use it in late raiding is as a stopgap measure to maintain 540 defense after a particularly awkward series of upgrades.

This is still BIS for Ret. Check elitistjerks.

20 Strength is the best threat enchant for a beginning Protection Paladin, though in Ulduar gear Accuracy passes it up. The bit of BV Potency provides makes it still competitive.
Exceptional Agility is comparable in survivability to Blade Ward, and may be somewhat superior. It's definitely better threat, too. Blade Ward is very lackluster for Paladins though I understand it's marginally better for Warriors.
Blood Draining is certainly worth 15 if Blade Warding is; recent theorycrafting has shown that it's far from worthless but difficult to put a number on. I seem to recall Ciderhelm prefers this enchant.
The big issue, in my opinion, is that Blade Ward is such a pathetic enchant but it is complicated enough that good players are taking it.
Please check maintankadin.com in the Gear forums for a proper analysis.

This libram is completely worthless to any spec of Paladin. It increases the spell power of Consecrate; unfortunately it was scaled with BC coefficients. Overall it makes a protection paladin's consecrate tick for about 5 more damage, to a total of maybe 40 damage.
In comparison, the Libram of Obstruction (badge libram) is a lower ilevel but grants 5/9 uptime of 352 BV. Even ignoring the mitigation this provides, this is around fourteen times the threat granted by the other libram in a single target situation (bosses). It takes at least ten adds for the former libram to have better threat, and in such a situation the mitigation from Block Value is superior.
This isn't such a big deal but I noticed that most top-ranked prot pallies had the former libram, which is a pretty dumb mistake. I know that druid bear idols follow a similar pattern.
Just thought I might bring this to your attention. Relic ilevel does not necessarily equate to being better. You might just devalue the slot; that might work.

Extensive testing has proven potency to be the best enchant. Check maintankadin or elitistjerks.

Items of questionable usefulness: Neck Cape Chest Gloves Talon of Hatred Rings
Run heroics until you can get the badge neck at least; wear the Argent Crusade tabard until they're exalted and get their head enchant, helmet, and ring. I'd suck it up and buy a Wispcloak. Do your Hodir dailies!
Could be worse, but you have very little heroic gear for wanting to enter Nax. Nax is the step after heroics, not something you do at the same time.
Good mace, libram, and shield at least. Get some real professions.

I talked this over with a hunter friend and he agrees; this is particularly valuable to dual-wielding hunters. I underestimated the difficulty of remaining hit capped with raiding gear and now agree with this post.
